This publication examines the origins of the 20-year insurgency in northern Uganda and the humanitarian emergency it has caused, particularly with respect to children. The paper provides some context to the ethnic and geographical divisions affecting modern Uganda, particularly in the context of Acholi relationships with the rest of the country. The author critically reviews the government’s military and political strategy to end the war as well as the actions of the donor community and the International Criminal Court (ICC).
