The purpose of this paper is to debunk some of the myths and present a balanced assessment of the causes, costs and interventions related to Central American gang violence. While there is no doubt that a significant proportion of regional violence is attributable to the phenomenon, the authors argue, gangs are relatively local-level security issues rather than the transnational threat that the media and some policy outlets make them out to be.
