This paper looks at the ways security sector reforms in Burundi have contributed to greater protection for vulnerable populations. It argues that while there have been some advances in security sector reform – notably in the areas of disarmament, demobilization and reintegration, and the integration of a new military and police force – there remain profound obstacles. Widespread poverty, the lack of professionalism in the army and police, as well as the fragility of the ceasefire continue to complicate reform efforts, the authors conclude.
