The 2003 US National Strategy to Secure Cyberspace outlines five priorities to be implemented at the national level: a cyberspace security response system, a cyberspace security threat and vulnerability reduction program, a cyberspace security awareness and training program, securing the cyberspace of governments, and security and international cyberspace security cooperation.
