This paper analyzes whether Sub-Saharan African (SSA) countries are mainly poor because they are governed worse than other countries. The authors find that the supremacy of institutions cannot explain the degree of poverty observed in SSA countries. They appear to face specific development problems in addition to weak institutions. Given their geographic and economic constraints, the authors conclude that SSA countries are on average not governed worse than other comparable countries.
