This National Security Strategy for Homeland Security outlines the Bush administration's plan to secure the US from terrorist attacks. It aligns homeland security functions into six critical mission areas: intelligence and warning, border and transportation security, domestic counterterrorism, protecting critical infrastructures and key assets, defending against catastrophic threats, and emergency preparedness and response. The strategy paper goes on to present the foundations that provide the framework for homeland security and outlines the costs involved.
