This paper discusses the role of research in international relations, area studies and strategic affairs for Indian policymaking. The author argues that a large, diverse and plural democracy such as India needs a 'permanent establishment' that has an informed memory and that can think about the future based on past experience and on-going research and analysis. The paper concludes that such a permanent establishment can no longer be only the permanent civil service but must also include an informed community of scholars and analysts.
