This paper addresses the adverse effect of small arms on human security and human development around the world. The authors explain how particularly in poor and disadvantaged countries small arms can create patterns of violence and misery that lead to potentially long social and economic hardship or decline. The report states that small arms reduction, crisis containment, and peaceful stabilization are not only possible through arms control and arms destruction measures, but also must be based on confidence building measures, strengthening communities, and forging collaborative networks between in stakeholders.
