This paper analyzes the Obama administration’s 2009 Nuclear Posture Review (NPR) due to be reported to Congress by February 2010. Though an internal administration document, the author argues, it will heavily influence the approach the administration will take toward global nuclear arms control and disarmament, the nonproliferation regime, and the future role of NATO’s nuclear strategy. He examines the background to the 2009 NPR and looks at clues provided by Obama administration members as to the likely course and outcome of the NPR.
