This paper discusses key features and key impacts of the European Emissions Trading Scheme (ETS) by scanning the range of likely allocation plans. The authors try to identify what the likely impact and performance of this policy instrument is with the National Allocations Plans not finally settled and overall supply of allowances not yet determined. They highlight a number of details in terms of trade flow allowance between member countries, allowance prices and the role of the accession countries in the ETS.
