This paper analyzes the interests of China as a member of the G-21 which contributed to the failure of the WTO Ministerial Conference in Cancún in September 2003. The author concludes that China is both less inward-looking and more reform-minded than the median member of the G-21. It would thus suffer more harm from a failure of the Doha Round due to a North-South divide. The author holds that, since China has few alternatives to a multilateral round, China would be well-advised to remain unconstrained in its trade policies.
