This paper discusses Germany's immigration policy before 2003 and gives an overview of challenges the country faces in respect to this issue. The author argues that Germany is an immigration country by chance and holds that it has let immigration happen but did not really have an explicit immigration policy. He argues that Germany must make up its mind on its immigration policy in the future.
