This report summarizes the main findings of a conference held in St. Augustine, Trinidad and Tobago in April 2009 and focuses on the key issues affecting American regional cooperation. The first section discusses the changing landscape in the Americas during the past 15 years in terms of institutions, practices and mechanisms. The second section analyzes the effectiveness of the current and competing institutions in the Americas for facilitating inter-American cooperation. The final section concludes by offering guidelines for reconstructing the inter-American process in light of the challenges and changes in the region.
