This paper analyzes political and economic developments in Belarus with focus on the Belarusian leadership’s policies in particular. Specifically, it examines the balance of power within the ruling elite, the opposition and the attitudes of society in general. The author notes a positive sign of initiation of the modernization of Belarus' system of power and concludes that its economic partners including the EU, face the challenge of having to redefine their relations with the official Belarusian leadership.
