This publication provides an outline for a new EU policy concerning Serbia and Kosovo. The author argues that Kosovo’s potential declaration of independence threatens to disrupt stability in the region and undermine the process of democratic transformation in Serbia. The paper presents the recent history of negotiations, focusing on the role and strategic interest of the US and Russia in the process. The author argues that starting in December of 2007, the EU will become a key player and it should use all its political power to pressure both Kosovo Albanians and Serbians to compromise.
