This publication examines the reasons behind the stalemate between Russia and the majority of the EU countries. The article outlines major disagreements between Moscow and EU members, primarily Poland, the UK and the Baltic countries, citing different mutual perceptions as one of the reasons the relationship has been difficult. The authors then outline a new EU policy toward Russia, focusing on the energy sector and security policy regarding the Balkans and South Caucasus.
