This paper discusses the scope of the the European Council presidency. The author explains that the selection process is complicated and the outcome is difficult to predict. The author then outlines the job description of the new president, noting that due to the ambiguous character of the description in the Treaty of Lisbon, the post can lead to potential conflicts. The author suggests that in the future, EU citizens should elect the president and also discusses a new role for the rotating presidency after the EC position has been filled.
