This publication examines the scope of human trafficking in Europe. The paper provides information on the population affected by the crime as well as the sector of economy it is most prevalent in. The authors survey developments in international law against human trafficking and outline the duties of EU member states. The authors then note four political dilemmas that explain the unwillingness of political actors to confront the subject. These include the invisible nature of the crime, its multifaceted character, embarrassment, and the grip of ideology concerning immigration policy.
