This article discusses EU policy concerning its neighbors. The authors note that the cultural and political character of the EU’s 18 immediate neighbors is extremely diverse. In addition, Russia and Iran also compete for influence in the region. The authors argue for a renewed policy since the prospect of EU membership is no more viable for many of these countries. The authors then evaluate each of the EU projects for neighboring countries, including European Neighborhood Policy (ENP), the Mediterranean Union, and the Black Sea Union, focusing on shortcomings and providing orientation points.
