This article explores the course and scope of European social policy, or a 'social Europe.' The author argues that social policy and internal market policy are twins; if one strengthens the internal market, one is protecting jobs and thus acquiring room for maneuver with regard to social protection and social policy. He then discusses the challenges that are likely to confront this model in the future.
