This article discusses the prospects for conflict resolution and stability in the aftermath of Kosovo’s 2008 declaration of independence. It surveys political developments since 2008, demonstrating that Europe has not acted in unison. The authors note that the roles and functions of different international bodies in Kosovo such as the OSCE, UNMIC and EULEX can lead to confusion. They argue that the work of the international community is paralyzed, and thus the EU needs to renew its policy, while Pristina needs to show more responsibility.
