This paper explores the challenges of policymaking in societies that are in transition, highlighting the need to understand what the transition actually entails. It demonstrates that the processes of transition are unique to each context. The authors use research that draws from interviews conducted in Northern Ireland and South Africa. They emphasize that instead of looking for policies that transfer, it is important to examine policymaking and measure it against its appropriateness in a delivery context.
