This issue brief explores some of the internal and external challenges facing the Government of Southern Sudan (GoSS) and its responses. In particular, it looks at the civilian disarmament campaign which took place in the second half of 2008. The authors find that the GoSS faces a combination of internal divisions and external pressures, among others from an increasingly hostile National Congress Party (NCP) in the North and associated violence in a number of areas in Southern Sudan and border regions.
