This paper evaluates NATO's strategy in Afghanistan as pursued in July 2009. The first part of the paper examines the definition of reasonable goals given the balance of power and limited resources. The paper then proposes a reorganization of the international coalition troops to halt the momentum of the Taliban. It concludes with a discussion on how the Afghan central government can be strengthened as a step towards eventual NATO withdrawal.
