This publication explores the effects of corruption on service delivery in South Africa. It analyzes corruption trends among provincial and local government authorities, assesses efforts by departments to implement minimum anti-corruption measures, and discusses the nature and impact of corruption. The authors reflect on the apartheid system and its role in corruption tensions in the social assistance system. They examine the 1994 transition to democracy, which included right to social security and increased social assistance provisions both in terms of budget and recipients. They also discuss government measures in response to monetary losses because of fraud and corruption.
