This monograph draws lessons out of the transition period in the Democratic Republic of the Congo. The author assesses the strengths and weaknesses of the anti-corruption institutions and laws in effect, evaluates the degree of their success or failure and identifies the factors that supported or inhibited their effectiveness. He further examines some of the major gaps in national laws and regulations and calls for reforms in order to make national legislation compliant with international legal instruments. He concludes with recommendations outlining the measures to be prioritized to improve the legal framework and strengthen relevant institutions.
