This 2004 report on Iraq's Weapons of Mass Destruction (WMD) programs was published by the CIA's Iraq Survey Group (ISG) after a 15-month investigation by 1200 inspectors. The ISG concludes that Saddam Hussein wanted to end sanctions, while preserving the capability to reconstitute his WMD programs when sanctions were lifted. Evidence shows that Saddam Hussein intended to reconstitute long-range delivery systems potentially for WMD, chemical weapons, and nuclear weapons, but the ISG discovered no indications that the regime was pursuing a biological weapons strategy. WMD programs were financed by several illicit revenue streams designed to circumvent UN sanctions.
