This paper discusses how as a result of the emergence of global warming as a threat to sustainable economic growth, development and stability, energy policies around the world have proliferated to mitigate the phenomenon. The author provides an overview of proposed various multinational arrangements to provide reliable supply of nuclear fuel while at the same time discouraging the construction of national plants for nuclear enrichment and reprocessing. He concludes that the likelihood of success for such schemes as effective tools for non-proliferation is not high at this time.
