This report examines the impact of small arms availability and misuse on the humanitarian and development communities working in conflict and post-conflict environments. The report draws on a muti-year, multi-agency survey that investigated the perceptions and attitudes of humanitarian staff and concludes that humanitarian and development operations are adversely affected by the prevalence of small arms.
