This paper examines good and bad practices in the design and execution of defense sector activities. Additionally, it presents recommendations to donors with regard to the planning and conduct of defense sector reform. It addresses issues ranging from the roles and responsibilities of defense forces, program planning and associated challenges, to the education and training of forces. It concludes with case studies of defense sector reform in Sierra Leone, Liberia, Democratic Republic of Congo and Afghanistan.
