It focuses on South Africa's Truth and Reconciliation Commission (TRC). The paper highlights some of the challenges and successes that major stakeholders face and sets forth measures to certify that governments, civil society and communities work together to exploit the extensive potential of memorialization as a form of symbolic reparations.
