This paper assesses the merits of the 2005 Hong Kong development package offered to least developed and developing countries in exchange for liberalization demands in key sectors of their economies. It argues that the development package amounts to a guise for further impoverishment of developing economies and councils against making a deal. The paper also calls for a reappraisal of the Doha Mandate.
