This paper examines the enlargement and deepening of the EU since the fall of the Berlin Wall. The author argues that enlargement has now passed its peak, and deepening, which was supposed to have come about by reforming the EU treaties, has still not materialized. He suggests that the EU needs a new strategic self-understanding in order to catch up with recent developments in the world, such as the 'rise of the rest'.
