This report presents the findings of a UN-appointed commission of inquiry into whether genocide occurred in Sudan's Darfur region. The report concludes that the Sudanese government and the Janjaweed militia did not pursue a policy of genocide but had committed war crimes and crimes against humanity. These crimes, including torture, rape, enforced disappearances, and pillaging, were indiscriminately and deliberately directed against civilians, and disproportionate to the threat posed to the government by the rebels. The commission also identifies some of the perpetrators of these crimes and suggests that they appear before the International Criminal Court.
