This report reviews the evolution and performance of municipal police services (MPS) in South Africa. The authors use survey data from 2002 to explain the core functions of five MPS, including traffic policing, crime prevention and by-law enforcement. They discuss the challenges these agencies face in assessing and communicating their performance.
