This paper examines the evolution of police brutality and criminal justice in post-Apartheid South Africa. It discusses South Africa's police reputation concerning the use of force, their high levels of brutality prior to its transition to democracy and the challenges faced by the government in managing the process of change among the police services. The author highlights the requirements to transform police services, emphasizing the difficulties posed by a transition process as opposed to establishing a police service from a clean slate.
