This paper assesses prison conditions in Kenya and Uganda, their compliance with human rights norms and their impact on the development and reintegration of prisoners. It looks at the case of Kenya, widely criticized for its ongoing abuse of human rights and corruption in government administration, lack of hygiene and prison overcrowding. It also discusses the issue of torture and prisoner mistreatment in Uganda.
