This report examines the role of provincial level executive and legislative structures involved in police oversight in South Africa. It offers a conceptual framework to understand how police agencies are held accountable in democracies, and why oversight of the police service is different from other government agencies. The authors argue that police have to be held accountable for both their performance and their conduct. They discuss key elements of policing and highlight the challenges for civilian oversight structures tasked with police accountability.
