This report examines the perspective of perpetrators of human rights abuses in restorative justice and reconciliation processes in South Africa. It includes interview results from 27 amnesty applicants in the Western Cape, Eastern Cape and Gauteng provinces, arguing that many felt that the amnesty process did not provide an appropriate space to uncover truths. It highlights the importance of psychological and economic rehabilitation and explores the role that perpetrators can play in rehabilitation.
