This paper examines the policy and legislation reforms surrounding South Africa's prisons. It discusses issues that create resistance to change in this field. The authors demonstrate that although prisons are not a microcosm of the wider society, they do reflect societal conditions via the efficiency of their administration, the treatment of those convicted and imprisonment of enemies of society.
