This paper explores government engagement with immigrant communities living in South African cities. It reviews local government interactions with refugee groups in terms of informal trade and housing, recommending a precise role for local government with respect to refugees. The author discusses the barriers refugees face in accessing local government services, as well as the issue of xenophobia within South African communities and government structures.
