This paper reports on a national strategy workshop aiming to implement a reparations program in South Africa. It deals with planning and challenges likely to arise while implementing a broad reparations program. The author addresses ways in which to balance amnesties with the rights of victims and highlights a number of strategies to engage government and mobilize civil society.
