This brief emphasizes that, while peacebuilding and statebuilding share basic characteristics, there are important tensions between the two. Consequently, the author argues, the contradictions raised by efforts to bring peacebuilding and statebuilding interventions closer together need to be recognized if they are to be managed. She stresses that effective donor engagement requires humility, better political understanding, greater sensitivity to context and sustained, long-term commitment.
