This report contains the results of the 2004 South African Police Service (SAPS) Johannesburg Area Transformation survey, analyzed by race. It describes the perspectives of police officers on issues related to police reform and policing, including crime prevention, service delivery, police corruption and discipline. The author highlights differences in perceptions and experiences within the SAPS and argues for the promotion of a common culture to overcome challenges in implementing SAPS policy and objectives.
