This report explores the South African Justice Department's budget commitments to protect the rights of women and girls. It describes the Domestic Violence Act (DVA), examines the financing allocated to it and researches the money spent on pursuing and prosecuting perpetrators of violence against women. It uses these findings to measure the cost of implementing the DVA in three South African provinces. The author outlines the consequences of under-funding the DVA, identifies ways to compete for budget priorities and discusses civil society's effort to allocate resources that target gender.
