This report explores South Africa's 1996 Promotion of Access to Information Act (PAIA), passed into law nine years after Apartheid. It shows that despite goodwill surrounding PAIA and the activism of civil society organizations, this law faces problems in implementing the right of access to information. The author discusses the legislative context, PAIA's state of implementation and access to the Truth and Reconciliation Commission archive.
