This report discusses survivors' perceptions of the effectiveness of monetary reparations granted by South Africa's government to those identified by the Truth and Reconciliation Commission. It argues that in failing to consult with survivor groups before deciding the final amount for reparations, the government wasted an opportunity to learn about survivor needs and designing a comprehensive reparation policy. The author argues that this was a lost opportunity for South Africa's government to mend relationships between itself, survivor groups, NGOs and stakeholders lobbying for reparations.
