This brief discusses the system of EU revenues. The author argues that they are complicated, unfair and opaque and should be changed in order to attain greater financial flexibility needed for its increasingly global role. An EU tax should be considered, the author argues, in order to strengthen the Union's resource base. The author discusses revenues in the framework of the 2007 budget review.
