This brief discusses the issue of political leadership in an expanding and increasingly complex EU. In the context of the Lisbon Treaty, the authors discuss how and through what processes leadership could be strengthened. Given that Europeans want more leadership, not less, the only one realistic constellation of countries capable of providing leadership is the 'big three': Germany, France and the United Kingdom. The authors stress the importance of strategic leadership rather than crisis management. This brief is available in English and German.
