This brief examines likely outcomes in the case of a deadlock on the EU's constitutional dilemma. The author addresses 'worst-case scenarios' in more detail: the withdrawal of countries from the EU in protest over the constitutional treaty and the creation of a supranational union of countries willing to deepen the integration process through the new constitution. The author argues that a compromise in the form of an amended treaty pushed forward by the 'Friends of the Constitution' will be needed to overcome the current crisis and prevent its replay in the future.
